What is a quality control plan (QCP)?
A quality control plan is the contractor's written method for checking its own work against the performance work statement: who inspects, how often, what gets measured, and how defects are fixed and prevented. Service solicitations often ask for one with the proposal, and the government checks the work separately under its own surveillance plan.

Key facts
- Usually required by the performance work statement and evaluated under the technical factor.
- The government inspects services under the inspection clause, such as FAR 52.246-4.
- Good plans name inspection frequencies, checklists and corrective action times.
Why it matters for facility-services bids
For janitorial and grounds work, where every bidder promises clean buildings, a specific quality control plan is one of the few places to stand out on the technical factor.
